Set five months after Thaddeus “Thunderbolt” Ross (Harrison Ford) becomes U.S. President, Sam unravels a global plot tied to mind-controlled soldiers and adamantium’s resurgence, clashing with Tim Blake Nelson’s vengeful Samuel Sterns and Giancarlo Esposito’s slippery Sidewinder.
Mackie shines with earnest grit, and Ford’s Ross—hulking out as Red Hulk—steals scenes with grizzled menace, but the 118-minute runtime buckles under a cluttered script (credited to four writers). Early Oaxaca action soars, yet choppy editing and CGI-heavy chaos (like the carrier finale) dilute the stakes.
At 53% on Rotten Tomatoes, it’s divisive—praised for Mackie’s charm and Ford’s heft, panned for a messy plot and Winter Soldier echoes without the punch. Grossing $348.2 million worldwide, it’s a solid MCU pivot to Phase Five, but lacks the heart or clarity to top Steve Rogers’ trilogy. A fun, flawed handover.
